Dans la région de la Méditerranée orientale de l’OMS, la crise sanitaire s’aggrave : les conflits, les chaînes d’approvisionnement détruites et les attaques contre les hôpitaux mettent en danger des millions de personnes et interpellent aussi la Suisse en tant que gardienne des Conventions de Genève.
La région de la Méditerranée orientale de l’OMS comprend des pays tels que l’Iran, le Liban, l’Arabie saoudite, le Soudan ou Oman. Il n’est donc pas étonnant que la directrice régionale en charge, Hanan Balkhy, se soit récemment adressée aux médias avec un avertissement pressant : une crise sanitaire se propage dans la région.
Les guerres et les conflits violents ont de multiples répercussions sur la santé des populations touchées. Outre les souffrances physiques et psychologiques directes causées par la violence, les chaînes d’approvisionnement en médicaments et en matériel médical sont systématiquement perturbées, et les voies d’accès aux établissements de santé sont coupées ou deviennent trop dangereuses. Les personnes atteintes de maladies chroniques ainsi que les femmes enceintes sont particulièrement touchées. Ces conséquences indirectes sont certes évidentes, mais elles ne retiennent guère l’attention des médias – elles apparaissent souvent comme un simple dommage collatéral de plus.
De plus, il est souvent difficile de déterminer si les attaques directes contre les établissements de santé doivent être considérées comme des dommages collatéraux involontaires ou comme faisant partie d’une stratégie de guerre. Les chiffres récemment présentés par l’OMS lors d’un événement destiné aux parlementaires des deux intergroupes parlementaires Santé globale (coordonné par Medicus Mundi Suisse) et Croix-Rouge (coordonné par la Croix-Rouge suisse) sont bouleversants : entre 2024 et 2025, 3’038 attaques ont été enregistrées dans 23 pays et territoires. Ces attaques ont coûté la vie à 2’925 professionnels de santé et aux patient.e.s, et en ont blessé 2’947 autres.
Chaque attaque touche non seulement directement le personnel de santé et les patient·e·s, mais détruit également les soins de santé de base pour des régions entières. C’est précisément pour cette raison que le droit international humanitaire accorde une protection particulière aux établissements de santé. En tant qu’État dépositaire des Conventions de Genève, la Suisse a une responsabilité particulière : elle doit veiller à ce que cette protection, et donc ce droit fondamental, soit préservé.

Le changement climatique est un enjeu mondial, qui contribue à aggraver les besoins humanitaires dans le monde entier. Cependant, les acteurs et actrices humanitaires et leurs opérations ont également un impact environnemental. Afin de respecter leur engagement à « ne pas nuire », les ONG doivent prendre des mesures appropriées pour réduire autant que possible leur empreinte carbone.

Developed over two decades by the Drugs for Neglected Diseases initiative (DNDi), Sanofi and partners, it marks a significant milestone in the fight against a neglected disease affecting some of the world's most vulnerable populations.
